Transitional Support Program for Smaller Employers

The Newfoundland and Labrador Transitional Support Program for Smaller Employers (TSP) provides funding to eligible businesses and organizations to help offset the cost of increases to the minimum wage rate.

ELIGIBILITY PERIOD

The eligibility period for this program is from October 1, 2022 – September 30, 2023.

ELIGIBLE BENEFIT

The TSP provides short-term financial support to employers of 100 or less employees that employ minimum wage earners. It offers $0.50 per hour for all hours worked at the minimum wage rate from October 1, 2022, to September 30, 2023. The TSP provides two payments to eligible employers with 80% of the eligible amount paid upfront and the remaining 20% paid after the covering period ends. Employers are required to submit documentation to the Province for both disbursements.

Confirmation Of Eligibility

For Employers Previously Approved For TSP

All employers who were approved and issued funds under the TSP must complete Financial and Activity Reports through their LaMPSS account. This will include documentation of wages paid at the minimum wage rate for the period October 1, 2022, to September 30, 2023. Completion of these reports will be required to determine continued eligibility for financial support.

HOW DO I SUBMIT PAYROLL CONFIRMATION?

Employers must login to LaMPSS and complete the required Activity and Financial Reports. This process requires employers to upload payroll documentation to LaMPSS.

Note: Employers are required to provide documentation for the full covering period of October 1, 2022, to September 30, 2023, however, LaMPSS may indicate a different reporting period.

Required Documentation

Documentation must confirm wages for the number of hours paid at the minimum wage rate from October 1, 2022, to September 30, 2023. Documentation may include, but is not limited to, the following:

  • Employee Template (required)
  • Payroll records
  • Payroll summary
  • Cheque stubs
  • Timesheets
  • Ledgers

IMPORTANT NOTE: Do not include employees’ Social Insurance Numbers (SIN) on any submissions. Only include information for those employees listed on the Employee Template under TSP.

DEADLINE FOR COMPLETION OF FINANCIAL AND ACTIVITY REPORTS

Reports must be submitted by December 1, 2023.

Decision-Making Process

Confirmation of Eligibility

Once the required Financial and Activity Reports have been received, a review will be conducted to confirm continued eligibility. If eligible, the remaining financial support that it is determined to be owing will be issued.

An overpayment will be established if:

  • Reports and documentation are not received by the deadline date; and/or
  • the total number of hours paid at the minimum wage rate is less than was initially approved.

If an overpayment is established, employers can make arrangements for repayment by contacting the Labour Standards Division.

Terms and Conditions

Employers are required to adhere to all relevant Terms and Conditions of the TSP.
