The Opportunity
The City is currently seeking a Manager, Supply Chain. Reporting to the Deputy City Manager, Finance and Corporate Services, this position is responsible for overseeing all procurement, inventory, and contract management activities for the municipality. This role ensures that goods and services are acquired in a cost-effective, transparent, and compliant manner while supporting operational efficiency and sustainability. The position provides strategic leadership in supply chain planning, vendor management, and policy development to meet the needs of municipal departments and the community.
Accountabilities
- Procurement Management:
- Develop and implement procurement strategies, policies, and procedures in compliance with municipal bylaws and applicable legislation.
- Oversee competitive bidding processes, including RFPs, RFQs, and tenders.
- Ensure ethical and transparent procurement practices.
- Contract Administration:
- Negotiate, draft, and manage contracts with vendors and service providers.
- Monitor contract performance and ensure adherence to terms and conditions.
- Inventory & Asset Management:
- Manage inventory control systems for municipal supplies and assets.
- Optimize stock levels to balance cost and operational readiness.
- Vendor & Stakeholder Relations:
- Build and maintain strong relationships with suppliers, internal departments, and external stakeholders.
- Resolve disputes and ensure service quality.
- Financial Oversight:
- Prepare and monitor supply chain budgets.
- Identify cost-saving opportunities and efficiency improvements.
- Compliance & Risk Management:
- Ensure compliance with trade agreements, municipal policies, and relevant legislation (e.g., Public Procurement Act/Regulations/Policy).
- Mitigate supply chain risks through contingency planning.
- Leadership & Team Development:
- Supervise and mentor supply chain staff.
- Foster a culture of continuous improvement and innovation.

Qualifications
- Bachelor’s degree in Business Administration, Economics, Supply Chain Management, Finance, or related field.
- Professional designation (e.g., SCMP, CPPB, CPPO) is considered an asset.
- Minimum 5–7 years of progressive experience in procurement and supply chain management, preferably in a public sector or municipal environment.
- Extensive knowledge of contract law and the Public Procurement Act/Regulations and Policy and expertise in interpretation and application of Procurement legislation and contract law.
- Strong analytical, planning and organizational skills.
- Excellent analytical, negotiation, and problem-solving skills.
- Proficiency in ERP systems and Microsoft Office Suite.
- Strong leadership and communication abilities.
