The Opportunity

Reporting to the Manager of Organizational Performance, the Organizational Performance Officer supports the advancement of corporate frameworks and strategies including but not limited to strategic planning, continuous improvement and innovation, organizational development, service excellence, and public engagement.

Accountabilities

o Provide support to the development and monitoring of corporate plans, annual action plan, and departmental business plans, integrated planning, metrics.
o Plan, research and prepare reports, presentations, proposals and briefing notes as required on a variety of issues and initiatives
o Provide support, advice, monitoring and guidance to various committees aligned with strategies and frameworks.
o Develop and implement public engagement plans and other public engagement tools and methodology
o Design surveys, complete analysis, and write summary reports
o Manage the City's public engagement website, engagestjohns.ca, including development of content, liaison with project leads, manage database, run reports, write newsletters, and make recommendations.
o Undertake and/or support corporate continuous improvement projects
o Undertake process design, facilitation, needs assessment, planning, analytics and evaluation as needed.
o Organize events and manage logistics

Qualifications

Education
Undergraduate degree in business/commerce, communications, public administration, evaluation or related field. A certification in Continuous Improvement and/or International Association of Public Participation Certification training is considered an asset.
Experience
Three to five (3-5) years experience in fields related to the position including:
o Experience in continuous improvement including such things as facilitating root cause analysis, data collection and analytics.
o Experience in stakeholder analysis and public engagement tools and methodologies
o Experience in research methods such as survey design and analysis
o Experience in process design for meetings and events, facilitation and report writing.
o Experience in managing/updating a website
o Exposure to and aptitude for software including Microsoft Teams, Survey Monkey, tracking and project-based software
o Conducting jurisdictional scans and best practice reviews.
o Providing advice and guidance on frameworks, strategies and plans.
o Supporting the development and delivery of training.
An equivalent combination of education, training, and experience may be considered.

Hours of Work

Monday to Friday
9:00AM to 4:30PM
The incumbent may be required to work outside regularly scheduled hours due to operational requirements.
The City of St. John's has a flexible work protocol which may apply to this position and is entirely operationally dependent.
